This 373-bed facility, which is one of the largest new hospital complexes in the state of California, includes a nursing tower, mental health center, diagnostic and treatment center, outpatient center and a central plant. Site work includes complete utility infrastructure for power, sewer, water and storm drains. Street widening, curbs and gutters, and streetscape improvements on adjacent streets were also part of the project.
The JCM Group was responsible for the entire project budget including all hard and soft costs, and cash flow management for bond underwriting. In addition, The JCM Group had responsibility for full contract administration, management of the procurement process, coordination of on-site quality control and inspection activities, equipment procurement and installation, and development of a comprehensive move-management program.
A critical element of this facility was its base isolation system. This is one of the largest base-isolated buildings in the world, and the largest in California. The JCM Group coordinated all activities required for timely delivery and installation and participated in extensive meetings with OSHPD and the design team regarding seismic design criteria.
The JCM Group also pioneered a state-of-the-art Project Information Control System (PICS) to integrate all cost, schedule and construction field management information. This included a sophisticated electronic document system which rendered this project virtually paperless. All members of the project team were connected to a common network. Information exchange was real-time, and the team's ability to have constantly updated information about every element of the project's progress was greatly enhanced.
