Constructed on a 35-acre site in the San Fernando Valley, this 330,000 SF, 4-story office building houses 1,400 employees and contains all customer service, billing and finance, meter reading and accounting facilities, as well as a high-tech water quality laboratory. In addition to high-level security systems, this $69 million building incorporates state-of-the-art data and telecommunications, with direct links to the main office building in downtown Los Angeles. It is designed to function as a disaster operations control center during emergencies.
The JCM Group provided a full range of project management services for this project, beginning in design development and continuing through occupancy. With the intention of achieving long-term energy efficiency, value engineering studies were completed on a variety of options, including several types of central plant facilities such as thermal energy storage systems and various lighting and glazing systems. Since the owner made major scope changes after bid documents had already been prepared, we provided a solution that structured the bid packages to allow the core and shell elements to bid as scheduled, with mechanical systems bid separately. The construction phase of the project utilized a phased procurement process with a total of eight prime contracts let over the life of the job.
