Originally built in 1965, this office building is a 19-story multi-purpose facility containing a 2,300-car subterranean parking structure. The building is constructed with a concrete and steel frame, which supports precast concrete exterior walls. The complex retrofit and renovation program for the Department's headquarters consisted of installing a new fire alarm system, fire sprinklers, emergency power, asbestos removal, building systems upgrades, interior alterations and ADA upgrades.
The JCM Group provided complete program and construction management services for the renovation. We developed and implemented management strategies and field techniques to perform cost effective and timely planning, design and construction, with minimal impact or disruption to ongoing operations. For example, time and cost savings were realized through astute asbestos-handling procedures eliminating the need for full abatement throughout the building. Our phased relocation strategy, allowing ongoing use of the facilities, involved complex scheduling to coordinate all construction activities, while minimizing disruption to the daily activities of 4,000 employees. In addition to development of the phasing strategy and accompanying master schedule and detailed schedule, we also had full responsibility for budget preparation, cost control and cost estimating. The JCM Group provided continual field supervision for several bid packages, with much of the work occurring on the second shift.
