This $60 million Convention Center, just north of the Ontario International Airport, accommodates approximately 76 major events a year and has stimulated dramatic growth in the City's already strong hospitality industry. In addition to creating nearly 800 new jobs, the Convention Center also generates an estimated $74 million a year in economic benefits to the area.
The JCM Group created a planning framework involving key community groups, assisted in program development, marketing and management initiatives, developed an innovative design-build contract and managed the delivery process from inception to completion. With our process, this project was completed on time, $2 million under budget and included 4,000 SF more space than originally planned.
When The JCM Group was selected as the program manager, the City had not yet established a legal methodology for the final selection and award of the contract. After careful study of the laws governing public bidding in California, we were able to develop a design/build procurement contract where the selected design/builder and the owner could negotiate the terms, conditions, profits and costs for design and management of the complete project. In so doing, the City was able to avail itself of the benefits of selecting the managing contractor based upon ability and qualification, with cost as only one of the selection criteria, as is the case in the private sector. We were able to achieve this by drawing a distinction between work that is incidental to the actual in-place construction, hence not required to be procured by low bid alone, and work that is specific to the in-place construction, which, by law, must be awarded to the qualified low bidder. To protect the City's interests with respect to program compliance, cost and quality, The JCM Group also designed a 2-stage contracting procedure and proposal process, containing a complex program, detailed schedule and design criteria compliance package for the proposing design/build firms. Our process allowed for termination of the agreement and a new selection to proceed at the completion of comprehensive schematic design. In this way, the City retained the benefits of the design/builder's work and the option of proceeding with a different contracting strategy.
